No. Nebka is blacklisted. Nebka has no spam filter. Raneb, snefru, fafner, and khufu, all of which have spam filters, are not blacklisted. Nebka has a problem with just one spamlister, who stupidly thinks that the spam it forwards to the spamfiltered machines, and that gets spamfiltered there and rejected, is itself making nebka suspicious of spamming. That's the way I read this story.
So, just kill the spam, do not bounce.
There is no bounce. It's an smtp runtime error. It's the default behavior of the package.
