Given your setup, would it be easy to have separate wordings for the "change-of-email" and "account-deletion" confirmation emails. Current wording implies that the user does this, but I do those as well and user are all confused when they get the email. The alternative would of the sort like "the administrator deleted your account..." or "the administrator changed your email address in the system...".
