It is working now, and has for about 14 hours. We found that removing all encoding from the headers was the solution. It seems to work even for authors with extended-ASCII names.

Starman was a big problem though. We ended up having to reboot for every configuration we wanted to try. Nothing else would work. And some reboots would not work. We are cognisant now that we will live in Linux hell for all these reboots.
