It turns out the complainant was using the wrong URL for some reason, but
the one in my emails was correct. I did not notice they were different.

But in principle it could be made to be accepted, so as to
make older requests valid. And it must have been valid in the
past, because CZ tested. And the way the system reacts clearly
is a bug, it should either accept or reject.
I am not sure what the best strategy is to clear this
up.

I have been told about a log in problem that I have been able to
replicate.
If you click on the link I provide in my monthly emails to log in, say,
http://authors.repec.org/login?christian.zimmermann@uconn.edu, a correct
password will not log you in.
Furthermore, the events log will say:

I keep getting harassed by authors because citations in RAS are missing
citations from CitEc even after several months. As I still do not
understand how this works, I am at a loss to explain this.
In other words, citation profiles for authors do not match on RAS and
IDEAS. There is an undercount on RAS.

I do not know how to answer that! numbers on RAS are, from experience,
not the same as on CitEc, and typically lower.
